Step1.  put whole folder into plugins(My Document/Simcity4/Plugins).
Step2.  Enter Simcity,and all water is removed.Build diagnoal bridge!
Step3.  After finish,quit.remove whole folder in My Document/Simcity4/Plugins.

Mod Download:(replace " with / ,+ with .)
