[使用问题] auto-ordinance toggling!法令自动选择？

装了xsimcity6-bat、xsimcity7-bat、x常用插件之后，出现问题：auto-ordinance toggling! 法令总是自动选择，很无奈，求各位大侠帮忙，在此谢过！
