城市水需求怎么算

我是中型城市４３W人口（＄＄＄６w 　＄＄２４W 　$１３W）
<br />水全部从外城市购买
<br />现在买１２０W水，而且需求＝供给
<br />需求过大以至无法从外城市够买更多的水（外城市有富裕的水，系统不让买）
<br />我不想自己建水站，只想从外面买
<br />请问是为什么要这么多水啊？是不是系统计算出错了？
<br />请问系统如何计算水的需求

我也遇到这问题～用了商业全满那个补丁发展起来的纯商业城　　用水超多　做了几十个大抽水站都不够用　
<br />是什么问题啊？
<br />是不是那个补丁的问题？
